PLEASE NOTE:

The bridge crossing to Fish Island, located in downtown Dexter, will be closed until further notice. There is no vehicular or foot traffic allowed across the bridge. The New York State Department of Transportation has closed the bridge due to safety issues. The bridge will be replaced or repaired before it will be re-opened.

Time Change……………….Please Note
The Board of Trustees’ will hold its monthly meetings on the third (3rd) Tuesday of each month at 4:00 PM. This new time change in the meetings will start with the January 17, 2017 meeting. The meeting will be held in the Village Office located at 509 Liberty Street.

As of June 2016, the water rate increased $3.00 per quarter.
Minimum fee for water per quarter will be $71.75 to include 5000 gallons of water.
Overage remains $4.00 per 1000 gallons.

As of April 1, 2017, it will be strongly recommended to put all trash in clear plastic bags and put in a covered trash can. No recyclables are to be put in with the trash.
Effective immediately: All recyclables can be single streamed {all recyclables, to include newspaper, junk mail, shredded paper, magazines, plastics, glass, & tin, can be put together in one receptacle such as a sturdy bin, clear plastic bag or preferably, a marked covered container.

EFFECTIVE JUNE 1, 2015 SEWER & REFUSE INCREASE
VILLAGE INSIDE SEWER RATE WILL INCREASE TO $64.50 PER QUARTER TO INCLUDE 5000 GALLONS. OVERAGE REMAINS AT $2.50 PER I000 GALLONS. REFUSE RATE WILL INCREASE TO $35.00 PER QUARTER FOR REFUSE/RECYCLE PICKUP TO INCLUDE SPRING AND FALL CLEANUP.

Per Village of Dexter Code §310-15: Damage to Water Meters
“Any damage which any meter may sustain by reason of the carelessness of the owner, his agent or tenant of the premises or from neglect of any of them to properly protect the same, including any damage or injury that may result from allowing said meter to become frozen or otherwise injured, shall be paid to the Village of Dexter by the owner of the property served by such meter.”


Friendly Reminder
The Village of Dexter Department of Public Works/Highway Department has no liability in replacing or repairing mailboxes or other fixtures that are placed in the village’s right-of-way. During the course of roadway maintenance and snowplowing, such items may be unintentionally damaged. We regret that this may happen from time to time, but our road safety and maintenance is a priority and of the upmost importance. Property owners have no right to interfere with a speedy and efficient removal of snow by placing the mailbox in such a position to cause interference. There is no statutory law or legal authority which grants a property owner or resident along a public highway or street the right to place a mailbox in the highway right-of-way. Please see Village Law §6-602; Highway Law §319, which can be found online.
When residents or contractors cut down trees within the Village of Dexter, they are responsible for taking away any and all wood and brush. The wood/brush can be disposed of at the Brownville Transfer Site. A permit {no fee} for the transfer site can be picked up at the Dexter Village Office during normal office hours.

The Town of Brownville Transfer Station is now accepting electronics {including televisions} and rechargeable batteries. You must have a permit issued through the Village of Dexter Office. There is no fee for the permit and can be picked up at the Village Office during normal business hours. If you presently have a permit to take tree limbs and garden clippings to the dump, the permit will be acceptable for electronics and rechargeable batteries.

The Village of Dexter's Sewer Code {Article VI § 232-25} states the following:

“No person shall discharge or cause to be discharged any stormwater, surface water, groundwater, roof runoff, subsurface drainage, cooling water, or industrial process water to the public sewer.” This code includes sump pumps. It is illegal to discharge water from the sump pumps into the sanitary sewers. Sump pumps must discharge into the storm sewer or out into the yard.

A NOTE FROM THE VILLAGE POLICE DEPARTMENT

If you have a complaint or a problem and need assistance from the Police Department, please call the non-emergency dispatch number @ 315-786-2601. If one of the Dexter Police Officers is on duty, they will be dispatched to the problem. Otherwise, a Jefferson County Sheriff or NY State Police will be dispatched to the problem.

PARKING

Public parking at a local business must not interfere with emergency vehicles. Fire, rescue and ambulance vehicles must have a clear path to and from the Municipal Building at all times. There is no parking allowed on East Kirby St. across from the Dexter Market in signed areas. Violators will have the appropriate action taken. Storage of abandoned, unused, or unlicensed motor vehicles upon private land within the village, unless wholly contained in a garage or other structure is prohibited. A 30 day permit can be obtained in the Village Office. Violators can be issued a fine of up to $250.

VILLAGE OF DEXTER PRIOR NOTICE LAW

No civil actions shall be maintained against the Village of Dexter for damages or injuries to persons or property sustained by reason of any highway, bridge, sidewalk, or culvert being defective, out of repair, unsafe, dangerous or obstructed unless: written notice of such a condition was received by the clerk of the village, and there was a failure-neglect within a reasonable time after the giving of such notice to repair or correct the defect.

LOCAL LAW #1 OF 1979 DOG CONTROL

According to Village of Dexter Local Law #1 of 1979, dogs are not permitted to run at large, deposit waste on public or private property, bark, howl, or whine continually, within the Village of Dexter. Violation of this law is punishable by a $250 fine. Any dog running loose without a collar or tag will be considered unlicensed and will be picked up by the county dog warden. Animal Charities of NNY offers spay/neuter assistance for dogs and cats. For information, call 639-2486 or go online to www.animalcharities.org. Complaints have been received in the village office about the number of cats running loose in the village. Please help us control the cat population.

VILLAGE OF DEXTER ZONING CODE & NYS BUILDING & FIRE CODES

From Code Enforcement Officer James Millington: Under the above codes you may be required to have a building permit for construction, demolition, furnace or wood stove installation, plumbing alteration or electrical updates, roof replacements, & installation of pools or fencing within the boundaries of the Village of Dexter. This is just a partial list of what may require permits. New York State has revised code requirements for many building permits including roofing. If you are considering improvements to your property, it is recommended you contact me at 639-6260 or 777-6115 to see if a building permit is required. Building permits applications can be e-mailed, faxed, or picked up at the village office.

DISABLED PERSONS PERMIT

Applications and plastic hang type permits are available in the Village Office. To obtain a permit you need: an application certified by a physician, or a dated certification letter from your physician on official stationary stating a permanent or temporary disability.

DEXTER FAIR HOUSING LAW

The Mayor and Board of Trustees would like to remind residents that the Village of Dexter Fair Housing Law makes it illegal to discriminate in the sale or rental, or the provision of brokerage services due to race, creed, color, religion, sex, handicap, family status. If anyone feels that they have been discriminated against for any reason, please contact the Village Office @ 639-6260.

REFUSE & RECYLING

Weekly pickup of trash {Thursdays for the entire village} is limited to six 30 gal trash bags weighing no more than 40 lbs. each. Please place trash bags in trashcans with covers. Please recycle--All recyclables can be placed together in a container or a clear plastic bag. Recycling instructions are available in the village office. PLEASE NOTE: All cardboard boxes must be broken up/cut down/flatten to sizes no larger than 3 ft x 3 ft. Anything larger than 3 ft X 3 ft will not be picked up.

Computers, monitors, televisions and other electronic materials can be disposed of / recycled free of charge at the Jefferson County Recycling & Waste Management Facility located at
27138 State Route 12, (North of Watertown),
Watertown, New York. (Phone-785-9072).

The Rodman Landfill is strictly enforcing the Jefferson County Recycling Law. The landfill will not accept and will issue fines to the Village for cardboard mixed with garbage.
RECYCLABLES CANNOT BE MIXED WITH GARBAGE.
All paper, glass, plastic and tin can be placed together in one container or one CLEAR plastic bag.
All cardboard must be broken down, tied and separated from all other trash and recyclables.
